H.M.Under Secretary for the Colonies.o

Herewith I enclose you copies of a letter from Dr.T.H.Knott,Ins- peator General of Hospitals and Fleets, who, with Dr.James Lowson, Acting Superintendent of the Government Civil Hospital,Hong Kong, advised me to wear glasses, as immediately after my severe attack of Fever and Opthal- mia the sight of my eyes grew very bad, and the doctors stated the Fever and Opthalmia was due to exposure during the Plague,in fact, even after I recovered from the Fever partially I was kept under close observation for a month. I carried out the orders of D.T.H.Knott and bought glasses, and from that time, from the end of September or the middle of October, 1894, until I was invalided in August,1898, for defective vision,my eyes have gradually got worse.
